Annotated bibliography
The works and documents the Institute builds on, with a short note on what exactly we take from each. This is not a reading list for its own sake — every entry answers the question of why it is here.
All sources were checked against primary documents on 29 September 2026. A DOI is given where one exists; Russian regulations link to the official legal information portal. We do not restate others' work as our own and do not cite sources we have not read.
Research works
Anthropic. Mind Viruses: Self-Propagating Ideas in Multi-Agent LLM Systems
arXiv:2608.10218 · August 2026
The main global anchor for our mind-virus direction. We take the framing of self-propagating instructions in agent collectives, the term itself, and the experiment design to reproduce on our own ground.
UK AI Safety Institute. Technical reports on frontier model evaluation
github.com/UKGovernmentBEIS · 2024–2026
A basis for evaluation methodology: how to design a protocol so results compare across models and versions. The principle of publishing limitations with the result comes from there as well.
NIST. AI Risk Management Framework and Generative AI profile
NIST AI 100-1 · NIST AI 600-1 · 2023–2024
A framework for describing risk. We use it as a shared vocabulary with organisations that already work in a risk-based way, without substituting it for our own method.
LLAMATOR project (ITMO). Open chatbot testing library
github.com/LLAMATOR-Core/llamator · 2024–2026
An example of a reproducible attack and metric set. We compare our scenario set with open ones so as not to present what is known as new.
Regulations and standards
Federal Law No. 243-FZ of 26 July 2026
pravo.gov.ru · main part in force since 1 September 2026
AI regulation: requirements for large foundation models and notification of rights in generated content. It defines what the Institute must account for in audit work.
Order of the Ministry of Digital Development No. 511 of 21 November 2025
pravo.gov.ru · in force since 21 November 2025
Requirements for the information a website must publish: reliable prices for goods, works and services, and free access without registration. This is the basis of the pricing decision: until the scope of work is known, any figure would be invented, so the factors behind the calculation are published openly.
Government Resolution No. 1729 of 30 September 2022
as amended 28 November 2025 No. 1949 · pravo.gov.ru
Rules of IT accreditation. It follows that a privately founded ANO does not fall under clause 9, while an LLC is accredited under the general clause 4 procedure — this decided our choice of legal form: an ANO for research, an LLC for commercial IT work.
Government Resolution No. 1236 of 16 November 2015
as amended 28 November 2025 No. 1937 · from 1 March 2026
The Russian software registry. It gives VAT relief for subscription solutions and procurement preferences; the rights holder may be a Russian non-profit without predominant foreign participation.
Tax Code of the Russian Federation, Article 427(2.2-2)
as amended from 1 January 2026
Reduced social contribution rates for non-profits: in 2026, 7.6 % within the base and 0 % above it; from 2027, 15 % and 7.6 %. Eligibility is being checked against the primary source — a discrepancy over the departmental NGO register requirement remains an open question for counsel.
Order of the Ministry of Justice No. 336 of 9 December 2025
nco.minjust.gov.ru · from 1 January 2026
A single NGO reporting form replacing forms ON0001–ON0003, due by 15 April, filed electronically only. It sets our reporting calendar.
How to cite our work
The Institute has no published work yet: the organisation is not registered and no research lead has been appointed. The citation format will appear with the first publication, with a date, a version and an identifier. We do not publish a citation template for work that does not exist, to avoid creating the appearance of a scientific record.
