Legal status and eligibility
An autonomous non-commercial organisation is a full participant in state procurement from the date of its registration.
44-FZ and 223-FZ
An ANO may bid and be awarded contracts under both laws. General experience is not a mandatory requirement (Article 31 of 44-FZ); additional requirements apply only where established by the Government, currently under Decree No. 2571 of 29 December 2021.
Securities and anti-dumping
Bid security is 0.5–5 % of the initial maximum contract price, contract performance security 5–30 %. Where the price is reduced by more than 25 %, Article 37 of 44-FZ applies. Small purchases up to 600,000 RUB can be made without security.
Software registry
The transfer of rights to software included in the Russian software registry is exempt from VAT (Article 149(2)(26) of the Tax Code): no tax is charged and none is included in the price. For customers who are not VAT payers this is a direct saving equal to the tax; for VAT payers the question of deduction is settled in the contract. In addition, a product from the registry receives priority in state procurement (Decree No. 878). Inclusion in the registry is a separate procedure of the authorised body; entries about the Institute’s products will appear as it is completed. Whether the mechanism applies to a particular product and contract is considered individually.

Behavioural testing of an AI system against a defined scenario set, with a report that states what was tested, what was not, and what the result does and does not support.

Review of technical specifications, expert opinions on draft regulation, and methodological documents for internal use by the customer.
